Abstract

To overcome the drawback that human and environment factors are entirely ignored in Dow’s fire and explosion index method, this paper improved Dow’s method to quantificationally compute and evaluate the fire and explosion hazard of oil depot. Safety compensation factor is put forward to remedy the defect of the traditional algorithm. F&EI, exposure radius, DF, MPPD of the fuel depot is analyzed and computed by the improved Dow’s method.
