The unit output of the primary infrastructure invest and secondary infrastructure invest contributes largely to economic growth; therefore, to expand the proportion of gross production of the first and secondary infrastructure invest in areas helps to guide the economy of Hubei province to a healthy development. And on this basis, the paper raises appropriate policy recommendations.
