Small Biotechnology Industry and Institutional Transformation: A Case Study of The Netherlands

Abstract

Many governments have adopted policies to enhance the establishment and growth of new biotechnology ventures in an attempt to benefit from the commercialization of new research findings in biotechnology. This chapter examines the policy of the Dutch government in this regard. Institutional shortcomings are identified and the policies implemented to counter these shortcomings evaluated. Furthermore, the ‘landscape’ of biotechnology in the Netherlands is analyzed by examining whether a biotech firm’s particular location within a cluster contributes to innovation. The findings, together with an evaluation of the actual changes in the industry and within the relevant institutions, provide input into a critical reflection of the government’s policy. Developments in the Netherlands indicate that academic entrepreneurship can increase substantially within a few years, if a comprehensive approach is implemented.However, the lacking involvement of large domestic companies, the institutional hurdles for financing start-up companies’ subsequent growth stages, as well as the impacts of restrictive rules and legislation are challenges that are quite difficult to overcome and costly in terms of time.
