Final Stages in the Reform of RAO UES of Russia –Future Developments in the Russian Energy Market

Abstract

Reform of Russia's RAO UES is in its final phase. The initial basis for it was the policy of shareholders' receiving assets pro rata. Changes to Russian law then also required full ownership unbundling by 1 July 2008 and specified that from 1 January 2011 the government would no longer regulate electricity tariffs (this does not yet apply to domestic tariffs). The way management of the power industry in Russia will be configured after the reorganization is thus enshrined in law; the structural changes and market creation measures required for implementation of the reform are discussed.
