Do Values Matter for Intra-EU Migration?

Abstract

Europeans are relatively immobile across borders. This reluctance to move could reflect formal and/or informal barriers, low perceived benefits, or high perceived costs. This paper explores the importance of some of these determinants, giving particular attention to the role of location-specific utility.
