Explainer: Compactness, by the numbers

Abstract

A few years of hands-on work analyzing redistricting has left me convinced that “compactness” is over-emphasized as a cure for gerrymandering. But on the other hand, there is always roomto augment the list of metrics for measuring it. The tools of 20th century geometry (let alone 21st!) have been slow to enter the conversation. Let’s review the scope of common compactness scores and introduce a new one.
