Double-Proportional Divisor Methods: Technicalities

Abstract

Every divisor method induces a double-proportional variant for situations when the electoral area is subdivided into two or more districts with prespecified district magnitudes. The resulting seat matrices are shown to be unique up to ties. They are characterized by an optimization property, and by a system of inequalities. The key quantities in determining a seat matrix are district divisors and party divisors. Two algorithms are presented to determine the divisors: the alternating scaling algorithm, and the tie-and-transfer algorithm.
