Abstract

This chapter reframes resilience from a place-based vulnerability construct to an infrastructure-centered governance platform. While traditional resilience assessments focus on geographic exposure and community sensitivity, this chapter argues that infrastructure systems function as the operational unit through which people, places, and assets are connected and governed. By shifting attention to infrastructure networks, the analysis highlights how institutional durability depends on the systems that organize service delivery, economic continuity, and capital flows. The chapter demonstrates that resilience must be measured not only through hazard exposure but also through the structural integrity and governance coherence of infrastructure platforms. This reframing provides the foundation for translating resilience conditions into measurable, decision-relevant signals.
