Abstract

GenderAlbania ResponsiveAlbanialegal institutionalization of GRB Budgeting (GRBGender-responsive budgeting (GRB)) is grounded in the visionGender-responsive budgeting (GRB)institutionalization of equality between women and men. This article examines whether this vision is applicable in practice and under what conditions. It explores how Gender Responsive Budgeting is perceived, articulated, introduced and implemented in the budget system and what is the impact on gender equality. The focus of analysis is how structural barriers, power relations, and political economy challenge Gender Responsive Budgeting. Combining feminist views of economics and political economy, it reviews the interplay between gender power structures and GRB progress. The article reveals the GRB transformative potential for fiscal politics and its pivotal role in advancing social justice through financing for gender equality. The article concludes by arguing that GRB institutionalization needs constant political support, institutional commitment and financial resources to advance gender equality.
