Abstract

In this chapter, we present and conduct a descriptive analysis of the data that will be used in the later chapters of this book. This includes mapping fiscal transfers in the United States (US) and the European Union (EU). We collect data on each member’s contributions to and receipts from the common budget in both systems. Then the chapter offers an overview of these fiscal flows over time and discusses briefly their cyclical and long-term structural components. We also reflect on the extent to which fiscal flows serve economic stabilization. The analysis then compares fiscal transfers in the US and the EU, highlighting differences in scales. The main finding is that EU net fiscal transfers are much smaller than those in the US and are predominantly redistributive rather than stabilizing.
