Abstract

Effective regulationRegulation in network industriesNetwork industries cannot be fully understood through formal laws or structural arrangements alone. In South AfricaAfrica, where regulatorsRegulators operate in a dense terrain of political expectations, ideological contestationIdeology (Ideological contestation), and institutional fragmentationInstitutional fragmentation, conventional frameworks often fall short. This chapter outlines the analytical and methodological foundation of the book by drawing together theoretical tools from political economyPolitical economy, NIENew Institutional Economics (NIE) and NI as well as proposing an outcomes-oriented Theory of ChangeTheory of Change (ToC). It offers a basis for diagnosing regulatory performance beyond compliance and for envisioning reform that is both technically sound and developmentally grounded. Overall, regulation is approached and treated as an interdisciplinary pursuit, which means it is neither exclusively political nor economic, but a combination of various disciplines.
