Abstract

Although this book is more about policy commentary than party political analysis, it would be incomplete without a specific reference to how the current regulatory landscape was shaped by politics, especially the role of the ANCAfrican National Congress (ANC). South Africa’sAfrica post-apartheid regulatory architecture did not emerge in a vacuum. It was built atop a shifting political terrain marked by ideological contestationIdeology (Ideological contestation), economic pragmatism, and strategic compromise. From the radical redistributive vision of the Freedom Charter to the policy realism of the NDPNational Development Plan (NDP), and finally to the technocratic boldness of the 2019 National TreasuryNational Treasury paper, the country’s approach to state intervention and infrastructure governance has been repeatedly recalibrated. These policy trends highlight the complexity of policy making in South Africa, while at the same time, animating possibilities for further reforms, provided there is a mindset shift as set out in Chapter 17.
