Abstract

Global experience demonstrates how risk-sensitive planning can transform vulnerable cities into resilient ones. Drawing on frameworks such as the Sendai Framework, SDGs, and the New Urban Agenda, this chapter reviews best practices from Medellín, Rotterdam, Bangkok, Kigali, and Durban. Lessons include risk-sensitive land use, inclusive governance, financing resilience, and community co-production. Applying these insights to Southern Africa reveals opportunities for institutional reform, innovative financing, and investment in resilient infrastructure. The discussion stresses the need to adapt global models to local realities, ensuring that resilience strategies reflect the socio-economic and political contexts of the region’s rapidly urbanising cities.
