Abstract
The management of sustainability community strategies in conditions of turbulence and uncertainty requires significant changes in management approaches and principles. Balancing social, economic, and ecological interests is a critical task. In this context, there is a pressing need to reassess the strategic approach to managing sustainable development (SD) in territorial communities to ensure greater effectiveness of local self-governance and adaptation to current conditions of uncertainty and instability. Strategic management is not only possible but also incredibly important in conditions of high turbulence and uncertainty. It often characterizes contemporary community governance. Instability and unpredictability can stem from numerous factors, such as rapid changes in the socio-economic environment, unexpected events, or political instability. This article aims to enhance the strategic capabilities of communities to ensure their sustainable development during the transition from the VUCA world to the SHIVA world. This involves systematically analyzing factors from worldview models such as VUCA, BANI, TACI, and SHIVA. Accounting for the factors of each model requires communities to conduct a deep analysis of their environment, internal processes, and culture. The authors have identified that in modern conditions of turbulence and uncertainty, strategic management acquires several characteristics: flexibility and adaptability; systemic orientation; risk orientation; innovation and experimentation; and a focus on strategic thinking. A model using the 6W approach is proposed to systematize the elements of building a community’s sustainable development model. This model is based on six key questions—What, Why, Who, When, Where, and How—to structure strategic ideas and action plans.
