Abstract

Zusammenfassung Es ist klar, dass die Regierung benötigt wird, um die Grundlage für wirtschaftliche Entwicklung zu legen. Entwicklung kann nicht ohne eine öffentliche Infrastruktur stattfinden, die Märkte durch die Bereitstellung von nationaler Verteidigung, einem Verkehrssystem, rechtlichem Schutz von privatem Eigentum und vermarktbaren Ideen, Bildung und Grundlagenforschung sowie einer stabilen Währung etabliert und erleichtert. In den frühen Entwicklungsstadien gründen Regierungen auch die ersten Banken und Unternehmen, oft in Partnerschaft mit privaten Eigentümern. Das grundlegende Problem der öffentlichen Wirtschaft ist, wie die Regierung dazu gezwungen werden kann, diese Güter und Dienstleistungen auf eine Weise bereitzustellen, die den meisten Bürgern zugutekommt anstatt den privaten Interessen von Politikern und den relativ kleinen Gruppen ihrer wichtigsten Unterstützer.
