Abstract

Zusammenfassung Das Grundgesetz (GG) überträgt den Ländern den Gesetzesvollzug im föderalen System als Regelaufgabe. Demgemäß dominieren die Landesverwaltungen schon zahlenmäßig die Exekutive in der Bundesrepublik Deutschland. Im Quervergleich weisen die Organisationsstrukturen der Landesverwaltungen viele Gemeinsamkeiten auf, aber auch zahlreiche, nicht immer nur funktional erklärbare Unterschiede. Die eher operative Aufgabenstellung im Vergleich zur unmittelbaren Bundesverwaltung erklärt auch grundlegende Unterschiede in der Personalstruktur. Eine wichtige Besonderheit des deutschen Verwaltungssystems ist die Rolle der Kommunalverwaltungen bei der Erfüllung öffentlicher Aufgaben. Sie sind einerseits Teil der Länder, verfügen aber kraft der verfassungsrechtlichen Selbstverwaltungsgarantie über eine gewisse Eigenständigkeit. Für die öffentliche Verwaltung insgesamt stellt die Digitalisierung einen noch längst nicht in allen Aspekten absehbaren Wandlungs- und Anpassungsprozess dar.
