Abstract

Zusammenfassung Die Bundesverwaltung ist mit etwa 10 % aller öffentlichen Bediensteten vergleichsweise klein. Diese Besonderheit des deutschen Verwaltungssystems beruht auf der Aufgabenteilung: Die zentrale (Bundes-)Ebene entwickelt und verabschiedet die meisten Gesetze und die Regierungspolitik, während die Landesebene (zusammen mit der kommunalen Ebene) diese umsetzt. Die Bundesverwaltung umfasst die Ministerien und nachgeordnete Behörden.
