Abstract

Zusammenfassung Bereits der Titel dieses Kapitels, der zwischen Verwaltungsverfahren und -prozessen unterscheidet, weist darauf hin, dass die Sicht auf die prozedurale, die „arbeitende“ Seite der Verwaltung eine zentrale Bedeutung für das jeweilige verwaltungskulturelle Verständnis hat. Das deutsche Verwaltungsverständnis ist stark organisatorisch bestimmt. In diesem Verständnis ist die Verwaltung eine als hierarchisch gegliederte und durch die normativ erfolgende Zuordnung von Funktionen und Zuständigkeiten in Facheinheiten strukturierte Organisation, die „Aufbauorganisation“, die den Rahmen für die Interaktionen und Handlungen der Verwaltung bildet.
