“No One Remembers the Silver Medalist,” Interview with Desmond Taljaard, London & Regional Properties Ltd

Abstract

Part IX features four interviews with investors in Cuba’s tourism sector, one of the Island’s biggest income-generating industries, complicated by international border closures because of the COVID pandemic and sanctions enforced by the Trump regime. For Cuba, a nation reliant on a steady influx of tourists and already dealing with a pandemic, it became the perfect storm. It was also challenging for hotel developers as projects had to be put on hold. The interview in this chapter is with the property development firm London & Regional Properties Ltd. I interviewed Desmond Taljaard, the Managing Director, in July 2016. L&R Properties is an international global investment and development firm. In 2015, the company went from master plan approval to start-up construction. The Carbonera Golf & Beach Resort would be the first of its kind in Cuba, a luxury golf resort and apartments and villas for sale. It would have been the first time since the Revolution foreigners could own private property on the Island. The project generated excitement on both sides of the agreement. It was a “bold scheme” during the time of Obama-influenced optimism. In April 2022, I updated the interview with Mr. Taljaard to learn about the outcome of the luxury golf resort. Unfortunately, L&R suspended the project. Two factors impacted the project: the pandemic and the U.S. government’s broadening restrictions on trade and investment.
