Abstract

In the context of food security through transition to agriculture 4.0, political and business circles in Russia actively discuss the issue of stimulating the development of green finance. On the one hand, there is an opinion that the worldwide financing of green projects does not require government support. There is a worldwide trend toward responsible consumption and, consequently, responsible financing. Investment funds allocate certain shares of their assets invested in environmental or socially-oriented projects. On the other hand, in Russia, economic and social development has not yet reached the level at which the problems of society and environmental protection in the context of their future states have a higher priority than current problems affecting the extraction of maximum profit. Additionally, the implementation of projects focused on the principles of sustainable development, as a rule, cannot bring sufficient economic effect to ensure an attractive environment for investors. Therefore, the business community expects that state participation in the development of green finance can activate this direction.
