Degree of Decentralisation in Spain and Powers of the Autonomous Communities

Abstract

Because of the quality of the powers and the quantity of resources, the political, state and administrative structure of Spain is amongst the most decentralised of the advanced states. Thus, for example, the OECD classifies Spain as a regional country in its statistics “on account of its highly decentralised political structure” and is the only country described in this manner. Spain is included in the group of countries which are federations or semi-federations. With regard to the powers, Spain is the second most decentralised country in the world, only behind Germany, and it has more self-government than Belgium, the United States of America and Switzerland.
