Abstract

The Catalonia of the separatist Generalitat is an authoritarian mini-state with a tendency towards totalitarianism. Fortunately, the separatist mini-state’s empire is still not complete. The separatists still have to disconnect from the state of Spain completely and thereby consummate their work. They have already achieved a great deal and there is not much that remains to be done. Nevertheless, some limits still survive in Catalonia that derive from the rule of law and the European Union, and there is still some constitutionalist resistance.
