Abstract

Identifying theMcLean, I. will of any decision-making chamber requires a good number of rules and regulations. These should ensure that every party may participate in the formation of a list of options, that each contributor is given an equal opportunity to state their opinion, that all the options are given a fair hearing, that the final ballot paper fairly represents every valid proposal, that all concerned may express their views accurately and that the subsequent analysis is also accurate. All of that said, the rules for a consensus debate may actually be fewer than those required for a debate which concludes with an illogical and inaccurate binary ballot.
