Abstract

Currently, the concept of ESG factors is mostly used as an indicator of the non-financial performance of privately-owned companies. We sustain that state-owned enterprises (SOEs) and smart cities could benefit from the implementation of good practices regarding ESG factors and from benchmarks. Therefore, three questions will be addressed: How do ESG factors influence SOEs and smart cities? How is it possible to measure ESG factors, and does that ranking affect SOEs and smart cities? What are the risks related to technology for SOEs and smart cities, and how can innovation zones help? We sustain that it is necessary a better definition of criteria, objectives and indicators that allow the implementation of the solutions, namely technological, and, for that, legal support will be needed. Consequently, the current work provides an overview of the Portuguese framework regarding Innovation Zones (Zonas Livres Tecnológicas—ZLT).
