Abstract

The main objective of this chapter is to provide an opportunity for understanding different market-based mechanisms, their modes of operations, and their potential to achieve energy efficiency and environmental targets at global and national levels. In this chapter, an overview of different internationally used market-based instruments that promote energy efficiency and the reduction of GHGs emissions is presented. Since the energy use intensity of Iran is almost 1.8 times more than that in the EU and MENA (the Middle East and Northern Africa) countries, it is necessary to investigate a market-based approach for energy intensity reduction. But, because of low-energy tariffs in Iran, the market should be different concerning the incentive mechanism from an energy-saving certificate. Because of mentioned reasons, after reviewing global mechanisms, the potential for energy efficiency improvement in different sectors (building, power plants, industry, transportation, and agriculture) of Iran is introduced. Then, in order to evaluate the implementation of energy-efficiency improvement programs, the SWOT analysis approach is applied. Finally, the proper strategies to implement energy efficiency projects are introduced.
