Abstract

This chapter discusses the concept of governance for Smart Energy Systems. Energy systems belong to the category of critical infrastructure systems (physical or virtual) whose incapacity or destruction would negatively affect national security, economic security, public health or safety, or any combination of such matters. Smart Energy Systems describe energy systems harnessing new technologies and infrastructures to create to meet current energy needs, while offering significantly higher capabilities intended to meet societal demands of the twenty-first century and beyond. However, such systems operate in a challenging context marked by volatility, uncertainty, complexity, and ambiguity. Under volatility, uncertainty, complexity, and ambiguity (VUCA), governance is necessary to provide control, communication, coordination, and integration of Smart Energy Systems. In this chapter, the governance for Smart Energy Systems using complex system governance (CSG) is described. CSG is a framework grounded in Systems Theory and Management Cybernetics, emphasizing holistic design for control, coordination, communication, and integration of the Smart Energy System. The chapter is organized to first discuss the operating environment of energy systems and suggest the need for Smart Energy Systems. Second, governance of Smart Energy Systems is then articulated from a CSG perspective. The chapter then concludes with open questions and future directions.
