Abstract

Purpose: Analysis of the possibilities of using green industrial policy (GIP) to manage environmental impacts of Industry 4.0. Methodology: The research is based on the analysis of academic literature, official and statistical materials. Results: The use of GIP instruments can allow governments to better open up the opportunities for transition to an efficient green economy that Industry 4.0 offers. GIP should be aimed at improving the productivity, competitiveness, and environmental friendliness of manufacturing by supporting the implementation of resource-efficient digital technologies. Measures that would help to achieve this goal, as well as special features of GIP in the context of Industry 4.0, are identified. The article also discusses the prospects of GIP in Russia. The need for such a policy is great. Active GIP is necessary to encourage digital modernization of traditional industries, which would reduce their resource and energy intensity, as well as to support the development of SME, that produce green products using digital technologies. However, the implementation of GIP in Russia can be hindered by the weak administrative capacity of the state. Conclusions/recommendations: GIP is a complex tool whose successful application will require from governments high level of competence, the ability to collaborate with business for policy-making and a willingness to incur significant costs to support investments in green digital technologies and information infrastructure needed for the transition to a circular economy.
