New Energy Efficiency Retrofit Programs in Toronto and Vancouver

Abstract

This chapter investigates the implementation of energy efficiency measures through a variety of renovation and retrofit programs aimed at improving the social housing stock in Toronto and Vancouver. The analysis profiles six case studies implemented during 2015–2019 period. These projects represent the renovation strategies of major social/affordable housing providers: Toronto Community Housing Corporation, co-operative housing corporations and BC Housing. Specific emphasis is placed on a systematic comparison of the types of energy efficiency retrofits to illustrate different investment strategies, as well as to document environmental, economic and social outcomes. Research highlights the importance of achievements in terms of efficiency, economies of scale and environmental benefits. Energy consumption is reduced, but the costs of comprehensive retrofits and building envelope improvements is high and cannot be justified in economic terms.
