Beyond Energy Efficiency: Investing in Social and Affordable Housing in Vancouver

Abstract

The chapter focuses on the financial and institutional mechanisms and types of retrofits in the provincial, non-profit and cooperative housing portfolio achieved through Canada Economic Action Plan and other provincial programs in British Columbia. The research is exploratory and is the first overview of these policies with an emphasis on challenges and opportunities/achievements. The research suggests that significant improvements have materialized, focusing on energy efficiency measures and deferred maintenance and deterioration in the aging stock. The implementation has led to more strategic assessment of capital investment needs, coupled with energy efficiency audits, across the social housing portfolio. Evidence from case studies points to a particular emphasis on financing building envelope and technical installation retrofits, not necessarily with the highest return on investment.
