Abstract

Zusammenfassung Diejenigen, die sagten, es gäbe keinen Ansteckungseffekt durch Griechenland und Irland, haben spätestens im Sommer 2011 gemerkt, sich getäuscht zu haben. Die Ansteckung war im Juli 2011 in vollem Gange. Die Unsicherheit in Bezug auf Griechenland, die Hindernisse für das portugiesische Programm, die stockenden Reformen Italiens und die bröckelnde Glaubwürdigkeit der Stresstests der Banken verstärkten das Misstrauen, das Italien und Spanien an den Rand der Klippe zog. Die Schuldenkrise hatte sich zu einer Eurokrise entwickelt – es war eine wirklich systemische Krise, die eine ebenso passende systemische Reaktion erfordern würde. Die Erholung schwächte sich im Laufe des Sommers ab und wurde durch die vorzeitigen Zinserhöhungen der EZB im Jahr 2011, mit denen sie ihre Strenge unter Beweis stellte, weiter abgeschwächt.
