Abstract

Abstrait Pour beaucoup ďéconomistes libéraux, la question est entendue: ľagriculture des pays développés représente moins de 2 % de ľactivité économique (0,9 % du PIB aux États-Unis, 1,6 % dans ľUnion européenne des Quinze) et ne justifie plus les soutiens budgétaires importants que les États persistent à lui consacrer. Seule la sensibilité des politiques à leur intérêt électoral et au soutien des groupes de pression agrariens plutôt qu’à la défense de ľintérêt général expliquerait la persistance de tels archaïsmes. Les choix de politique agricole se résumeraient ainsi à un banal achat de voix, tandis que le jeu démocratique se réduirait à un élémentaire calcul économique ďoptimisation des avantages/coûts électoraux. Il serait certes naïf ďignorer le jeu des ambitions politiques individuelles mais ce serait se priver ďoutils ďanalyse pertinents qu’en rester à cette conception nihiliste de la politique.
