Abstract

Federal, state, and local governments have long recognized the value of women- and minority-owned firms. We’ve seen a resurgence of activity and interest in these offices during the pandemic. Several (but not all) have expanded the resources and opportunities they offer for women- and minority-owned firms, and small businesses, to grow and to compete for both private sector and government contracts.
