Bootstrap Evaluation of Calibration Procedures Used for Decision Rules in the Fellegi-Sunter Model of Record Linkage

Abstract

Computer matching finds decision rules that partition a set of pairs from two files into matches, clerical pairs, and nonmatches. Under fixed bounds on the rate of false matches and nonmatches, Fellegi and Sun ter (1969) proved their decision rule is optimal in the sense that it minimizes the clerical set. Traditionally, decision rules have been developed via procedures that require large amounts of human intervention because underlying probability distributions deviate substantially from model assumptions. Using files for which the truth of matches is known, bootstrap variances can be computed for statistics representing the the proportion of the true matches that are automatically designated by the computer under fixed error bounds.
