Abstract

Most government contracts are accomplished through teaming. The government tends to bundle smaller contracts into larger vehicles and multiple award contracts that require integrated multifaceted solutions. Rarely does an entity in the world of services and solutions do the entire job on its own, without any help on a contract that includes a diverse scope of work. Even if they could perform on their own, it would be hard for them to win the contract, because it would mean that they have to have past performance references relevant to every single aspect of work.
