Abstract

Stresses emerged and grew under the surface of the expansive mood in America after World War II. Many engineers and other men who had key positions in maintaining operating facilities and infrastructure went into the military during the war. This led to deferred maintenance or modernization of some health, sanitation, and waste disposal systems (Reid, 2008).
