Abstract

These comments seeks to synthesize the key objectives of fiscal equalization policies and to give a practitioner’s view of some of the intended and unintended consequences of such policies — both from the traditional economists’ vantage point of equity and efficiency issues and from the increasingly important dimension of the “good governance” implications of fiscal equalization — both for sub-national governments (SNGs) that receive equalization transfers and for intergovernmental relations more generally.
