Abstract

The purpose of the present paper is to describe orderly the ways, mechanisms, and toolbox recommended to reduce tsunami disasters ensuring sustainable seacoast safety. The program block approach to ensuring sustainable seacoast safety is discussed; a typical program and a block diagram of the preventive safety of urban areas subject to natural hazards are described. The developed disaster magnitude scale “DIMAK” is given. Methods and the toolbox used to analyze and manage the tsunami risk are presented. It is emphasized that the main tool of tsunami risk management is reducing the vulnerability (human, structural, functional, and ecological). Particular attention is paid to the analysis and tsunami risk management described through the tsunami design code. The current state of the problem for the Russian sea coasts is specially discussed including the description of Set of Rules 292.1325800.2017 “Buildings and structures on tsunami hazardous areas. Regulations of design” adopted by the Ministry of Construction of the Russian Federation to use in the structure design and construction.
