The Thorny Path from Communist Propaganda to Media Freedom, or How the Media Failed Democracy in Postcommunist Romania

Abstract

This chapter examines the Romanian media landscape in the aftermath of 1989, revealing that the media largely fell short of fulfilling its democratic promise. Instead of acting as a catalyst for democratic reform, the media sector became entangled in power struggles and vested interests. Broadly speaking, the evolution of Romania’s media environment unfolded in three distinct phases: the period of normalization until the mid-1990s, marked by cautious transitions and lingering authoritarian legacies; a phase of media ownership concentration and politicization from the mid-1990s to 2007, during which powerful business and political actors tightened their grip on the media; and finally, from 2007 onward, the tabloidization of the media, where sensationalism became a key tool for political influence and manipulation. The analysis highlights how influential media entrepreneurs built sprawling media empires, often at the expense of journalistic independence and media freedom, which were used as instruments of political leverage. Meanwhile, independent journalism, supported by sustainable and autonomous financing, has remained a rare commodity. Efforts to foster genuine journalistic independence have remained few and far between, with most outlets caught in the crossfire of commercial pressures and political agendas.
