“We the People” vs. “We the Popular Mass”

Abstract

“We the people” vs. “we the popular mass” is divided into two subsections: Populism and Progressivism through Balkin’s point of view; Initial characteristics of the populist political movement; Characteristics of the progressive political movement. Term populism, we can find in all of them a common reference to an analogue base which is the people. The chapter highlights some points that deserve theoretical considerations about the definition of who the people and the popular mass are; how their political power is used and explored; and what are the possible consequences of the theoretical fragmentation of the theory of popular sovereignty. The structure was designed to conjure up discussions around: is the constituent power represented exclusively by the “people” is relegated to the second category if all constitutions are imposed? Why is it wrong to classify popular ideologies as “constant”? The new populism transfused as a hero or villain of democracy?
