Abstract

This chapter introduces the political system of Azerbaijan as the form of governance impacts environmental policy making. The role of the parliament, political parties, clan networks, civil society and the media in domestic politics is briefly discussed. The historical development of environmental governance in Azerbaijan is also looked at where the period up to the collapse of the Soviet Union is scanned; somewhat more attention is given to developments since the independence of the country in 1991. The main focus, however, is on environmental governance under the current government which has been in power since 1993. Moreover, this chapter lists the main actors in environmental governance in Azerbaijan and explains to what extent they are influential. It discusses the regulatory framework dealing with oil pollution.
