Abstract

The Clark International Airport (CIA) passenger terminal expansion project is the first hybrid PPP in the Philippines under the Build, Build, Build program of Philippines launched in 2017 by the Government of Philippines and is aimed at financing of big-ticket infrastructure projects to speed up the process and cut on projects costs, so it could deliver the economic benefits of these projects to the people at the soonest possible time. This particular hybrid PPP model involves private sector participation under two separate contracts during the construction and operation phase of the project with a key success factor being management of the interface risk between the two private sector players since such projects are believed to be implemented faster given that the EPC and O&M will be procured simultaneously. The chapter provides the contractual structure, risk allocation and the key learnings from the implementation of this PPP project.
