Abstract

The N1/M1 Dundalk Bypass forms part of the strategic north–south route corridor entitled Euroroute E01 which links Belfast and Dublin and provides access to the main commercial seaports and airports in the country; and was awarded in 2000. Hybrid PPP model was used to develop this project which involved the design, construction, and 30-year operation and maintenance of 11 km of new motorway, including 7 km of new link roads and 12 km of over and under bridges; and also included the 30-year operation and maintenance of a further 43 km of existing motorway from Dundalk southwards towards Gormanston, including a cable-stay bridge over the River Boyne. This chapter provides a detailed review of the transaction structure risk allocation framework during the operation phase and the key learnings from the complex delivery of this project which required the coordination of several different organizations manufacturers, suppliers, subcontractors, and specialists.
