Abstract

Stocks and their in- and outflowsOutflow are causally related. However, stocks and their flows often are treated as if they are the same and as if the behavior of a stock matches the pattern of its flows. This cognitive bias is called stock–flow failureStock–flow failure. Poor understanding of accumulationAccumulation seems to be its prime cause. Stock–flow failureStock–flow failure has become pervasive in policyPolicy. Particularly the notion of climate neutrality, which refers to net-zero greenhouse gas emissionsNet-zero greenhouse gas emissions so they are equal or less than the emissionsEmission that are removed from the atmosphere, is deceptive.
