Abstract

The Ra-Ra phenomenon has been studied in many problems, such as flow shop scheduling problems (Zhou and Xu, Int J Uncertain Fuzziness Knowl-Based Syst 17(6):807–831, 2009), portfolio selection (Yan, Mod Appl Sci 3(6):126–131, 2009), and vendor selection (Xu and Ding, Int J Prod Econ 131(2):709–720, 2011). These studies have demonstrated that imprecision and complexity cannot always be dealt using simple random variables, so it is necessary to be mindful of the Ra-Ra when seeking to solve practical problems. To clearly describe the Ra-Ra Phenomenon in bi-level decision making models, this chapter examines a practical construction example, namely, a transport flow distribution problem (TFDP) in a large-scale construction project. First, the problem background is introduced and the bi-level problem described to elucidate the motivations for considering the Ra-Ra phenomenon in the TFDP. Then, the form, transformation methods, and the properties of the general bi-level decision making model with Ra-Ra coefficients is discussed, after which a heuristic algorithm to solve the bi-level model is designed and a numerical example used to exemplify the effectiveness of the algorithm. Finally, a real-world TFDP case at a construction site is given.
