Abstract

In health security decisions, it is not possible to identify a solution for a health security problem that is better than the solution that is provided by the best decision option among all other options under consideration. This point highlights the importance of identifying, or, indeed, designing, strong decision alternatives for enhancing health security. However, there exist several biases and organizational constraints that may prevent individuals from identifying or developing strong decision alternatives. This chapter discusses these barriers and provides several suggestions as to how we public health leaders can generate a greater number of high-value options.
