Specifying Relevant Objectives and Consequences in Health Security Decisions

Abstract

Reasoned decision making necessitates that decision objectives are specified, as they define exactly what the health security team wishes to achieve with the decision and how societal value should be measured when assessing and choosing decision alternatives. These objectives can also guide the definition of the relevant consequences within the specific decision situation, as well as aid in identifying and developing better decision alternatives. In this chapter we provide tools that can enable public health leaders to comprehensively identify and clearly define the objectives that are relevant to health security decisions, with a focus on the maximization of societal value.
