NEET and the Gendered Labour Market Exclusion of Youth

Abstract

This chapter presents a gendered temporal analysis of NEET among youth (aged 15 to 29 years) in India. It is based primarily on an analysis of the NSS Employment-Unemployment rounds of 2004–05 and 2011–12, and subsequent PLFS rounds of 2017–18, 2020–21, and 2022–23 by the NSO. The analysis confirms sharp gender disparities among young men and women, with the NEET rates for the latter being nearly seven times that of men. While NEET among young men was primarily comprised of unemployed youth, that for young women primarily comprised those who reported being out of the labour force and involved in care work. The chapter then analyses the relationship of location, economic status, social background, educational and marital status on the NEET status of young women. It also analyses the significant inter-state variations among female NEETs. A multi-variate analysis (logistic regression) was conducted to consider the partial impact of these factors. The broad policy lessons from the analysis are also summarised.
