The Italian Tax Incentives to Undertakings and the European Constraints

Abstract

Tax incentives in Italy have been used since 1948. They have been been used to stimulate the economic growth, to protect national companies from aggressive foreign competition, and to promote the less developed areas of the peninsula. This chapter tries to bring some order in the matter, clarifying what an incentive is, according to the domestic legislation, and then addressing the most important and – to some extent – structural measures currently in force. Italy has a long-standing tradition of State intervention in the market and on the market. Public authorities intervene by regulating the market, stimulating entrepreneurs and on some occasion operating directly via state-controlled business. In terms of policy recommendations, two elements must be considered: the necessity to curb the complexity of the system, and on the other side to address the enduring pandemic effects on the business development that make the future unpredictable.
