The time range of the research covers the period May to June 2019. The results of the research conducted in the article indicate, among others, systemic factors such as the wider electronicization of the public procurement system and the improvement of statutory solutions to increase innovation. They also indicate factors related to such important aspects of adaptation as the competences and qualifications of the staff responsible for conducting public tenders.
