Population Policy and Local Government

In: Two Centuries of Local Autonomy

Abstract

Local government is the basis of democracy and the closest connection between a government and its citizens. Population Policy, in the Federal Republic of Germany called Family Policy, is normally discussed as a topic and issue of governments, especially federal and state governments. According to the Theory “Fiscal Federalism”, it will be shown that local governments as lowest level of federalism are directly faced with the challenges of population development and the existing needs within the community above all. Local government is able to influence local family policy within a framework of family policy of the federal as well as state government and should follow the principles of decentralisation. Local politicians and civil servants need only act creatively.
